Project Description
The Mountain Springs Community Plan (Community Plan) is located within an area identified for urban development established by the Tuolumne County 1996 General Plan and provides for the phased development of 1,063 acres for a master planned golf and residential community. The General Plan identifies this Community Plan area for new residential growth because of the gently sloping to rolling terrain, good road access and the relative ease with which, it can be served by extension of existing public utility lines. The Community Plan contains a variety of land uses that include substantial open space and recreation, a variety of residential housing options, a Village Center with office, commercial, hotel lodging, and residential, with related amenities and services. The Village Center and existing golf course are intended to provide a central focus for the community and provide goods and services for the residents and guests. When completed, the Community Plan will include 780 market rate homes and an additional 117 (15%) affordable homes for a total of 897 homes, which is less than one home per gross acre.
The Mountain Springs Community Plan is located in the central region of Tuolumne County. The County contains 18 small-urbanized communities and the City of Sonora. The City of Sonora, the largest and only incorporated town in the County, is approximately three miles north of Mountain Springs. Other towns in close proximity to Mountain Springs include Jamestown and East Sonora. East Sonora, location of the County’s regional shopping, is approximately two miles to the northeast and Jamestown is approximately two miles northwest of the Community Plan area. The Mountain Springs Community Plan location is illustrated in Figure 1-1.
The configuration of the 1,063 acres of the Mountain Springs Community Plan is exhibited on portions of the Sonora and Standard 7.5 minute United States Geological Survey (USGS) quadrangle maps. The Community Plan occupies portions of Sections 13, 18, 19 and 24, Township 1 North, Range 14 East, and Mount Diablo Base Meridian. The irregular shaped Community Plan area is generally bounded by Lime Kiln Road with General Plan designations for estate, homestead and rural residential (parcels greater than 2, 3, and 5 acres) on the northeast, rangeland, estate residential land and Sullivan Creek to the north west, rural residential and rangeland on the west. Rangeland intermixed with large lot residential also abuts the Community Plan to the south and east (see County General Plan Figure 1-4). Curtis Creek forms a small portion of the Community Plan southeastern boundary.
The proposed Mountain Springs Community Plan provides for improvements to the existing golf facility that will include re-alignment or relocation of several tees, fairways, and greens to better utilize the natural features of the site and improve the playability of the golf course. Other golf improvements may also be incorporated to further upgrade the quality of the overall golf facility. All modifications can be made with little disruption of the existing golf operations.
