The primary residential land use designation within the Community Plan is Low Density Residential (LDR). Low Density Residential is designated for single family homes that range from 1 home on 1.99 acres up to six units per acre in the General Plan. The Community Plan proposes lots sizes that range from 1/6 acre lots up to 2 acre lots within the LDR designated areas. The Community Plan also includes land designated Estate Residential, Medium Density Residential, and Mixed Use. Detailed descriptions of the types of residential land uses included within the Community Plan are provided below. A summary of residential land use designations, including compatible zoning districts and permitted uses, for the community Plan is found in Table 2-1 and 2-3. The majority of the land uses are adjacent to open space easements that are established throughout the Community Plan to protect environmentally sensitive areas and provide setbacks and buffers from adjacent on and off-site land uses.
2.3.1 Estate Residential
Estate Residential (ER) provides for the development of 10 single family lots with a designated density of 1 dwelling unit per 2 acres minimum and comprises 1.1% of the total homes proposed. This designation is located in the hillier terrain found in the southeast portion of the Community Plan next to a large community open space setback that has been established to buffer an offsite heron habitat that is located on adjacent property with agricultural zoning. A minimal amount of grading is required to locate the roads and home in this land use designation.
2.3.2 Low Density Residential
Low Density Residential (LDR) provides for a range of neighborhoods that feature single-family detached homes on individual parcels. County General Plan densities for LDR provide for a broad housing density range from 1 dwelling unit on up to 2 acres, to 6 dwelling units per acre and total 748 homes (83.4%) which is the majority of the homes proposed. Table 2-2 provides a detailed summary of General Plan land use, acres, Community Plan Lot Size Range and number of proposed residential homes/lots by individual Community Plan areas. For clarification the LDR designations have been further subdivided into other lot size categories that include 1/8 to 1/4 acres, 1/6 to 1/2 acres, 1/4 to 2 acres, 1/2 to 2 acres, 1 ¾ acres, and 1-2 acres. Careful consideration to the amount of grading typically required for each of the housing designations on the hilly terrain has also been a prime factor in the exact locations of the various lots sizes within the Community Plan. The smaller LDR housing lots are located near the Village Center and the central areas of the Community Plan and the larger lots are on the more visual hillsides and near the perimeter open space that separates the Community from the adjacent agricultural and residential uses. Individual or group septic systems may be utilized to accommodate a small amount of the LDR lots in the southwest portion of the Community Plan (see Conceptual Sewer System Diagram Figure 8-2). The General plan allows a minimum parcel size of 7,500 net square feet and makes allowances for minimum parcel sizes of less than 7,500 square feet subject to approval of a Development Agreement.
2.3.3 Medium Density Residential
Medium Density Residential (MDR) provides an opportunity for a mix of housing types within and adjacent to the golf course and provides 35 (3.9%) of the total homes proposed. The MDR designation is intended to accommodate residential neighborhoods of detached and attached single-family dwellings and/or multi-family dwellings.
